It claims 100M+ IPs without saying how they are sourced.

Trial & refunds
The homepage offers a free 500 MB trial via a 'Contact us' request. The refund policy (12 Aug 2025) says services are generally not refunded after delivery; unusable IPs are refunded to the account balance, and other refunds to the original route are net of fees (Alipay 3%, card 5%, min $0.30; USDT $2), with only the first refund per payment account going back to the original route. No refund once IPs are used or traffic is generated.
