Reported concerns

Toolip's privacy policy names its operator as Hola VPN Ltd (reg. no. 515719813). Per Hola's FAQ, free Hola VPN users act as peers (exit nodes) in Bright Data's commercial proxy network; this practice drew criticism in May 2015 when it emerged that free users' bandwidth was sold via Luminati (now Bright Data). Toolip does not disclose how its residential IPs are sourced.

Its privacy and refund policies name Toolip by Hola VPN Ltd (registration no. 515719813), linked to the Israeli company Hola. The site presents Oculus Proxies as its enterprise line, and both storefronts share front-end code, so the two should be treated as one operator group.
